I guess it's Bulgarian -- maybe the Order of Military Merit.

Bulgarian military merit order is red, but this looks white. The white one was Bulgarian civil merit order, and that could be, as this guy's cocarde seems non-military. The ribbon looks (south) german construction, not Bulgarian.

This is what I see too- Bulgarian Order of CIVIL Merit, Knights Cross, 5th Class.
