Although I am not exactly an expert, I would risk guessing it's the then
Vizeadmiral Lothar von Arnauld de la Perriere.

I am attaching a photo of him dated in the mid '20s.

Well spotted. You are absolutely correct. The greatest submarine ace of all time went on to serve in the Reichsmarine and then the Kriegsmarine after the First War. Photos of him in his Kriegsmarine uniform are not so common though. I have the photo you posted but hadn't seen this one that Thomas dug up though.
