Maltese cross ?????

Here is a miniature that I found that I am wondering about.

It is made from a yellow base metal. maybe Tombac. It looks to be
die formed, not cast. the pins are nicely soldered to the back. IMO
it looks to be fairly old. It is 23mm x 23 mm.

I found it attached to a pre-ww1 german train officals's shoulder board however I do not think it was meant to be there.

Anyone have any clues about what I have?

Would that uniform have shoulder boards? Maybe my information about
that piece of the puzzle is incorrect.
