Imperial Shoulder Boards Help Please

I would like to know what type of unit they are for and the rank of these shoulder boards . Any idea as to value? The photos show one each front and back, but they are both a matched pair. What does the intertwined E&W stand for?

I thought the WE is the Infanterie Regiment Grosserherzog von Sachsen nr 94. 1916-1918
