Indeed. Second award bars were not uncommon in awards of the ÖM3K to Germans-- as indicated by "ÖM3Kg" in Rank Lists. But since the award-specific wreath, used ONLY on this Cross (and only by the Germans-- I have never seen any indication of pre-1938 AUSTRIAN use of the round gold wreath device), fills the entire ribbon, the mini Spange is not often encountered on German ribbon bars, even for those qualified for it.
