Yes, this is the Imperial Eagle from Wilhelm II Preussen, Deutscher Kaiser. This Eagle Version did exist from 1888 till 1918.

Quick answere....yes.....it's the "Imperial German Eagle"- but there will be some differances between various renditions...between an 1870 and 1916 versions in some details I believe. This one strikes me as earlier...(1870s) version....
