Check out the orders on this guy!

I wonder what this guy with the last name "Bilse" did to earn all these non-combatant knights crosses and awards?!
Can any of you tell me what all the orders are and maybe if he had some significance, what he did to earn these.
    P.S.-Photo taken in Breslau, Silesia.

It's hard to tell from his clothing, but this could date back into the 1880s from the washed out sepia finish.

My earliest civilian awards directory is 1908, and he is not in that, though two military Bilses were.

Extremely sloppy mounting also suggests 1870s-80s for this one.

Top row: Prussian Crown Order incorrectly ahead of a Prussian Red Eagle Order, then a Saxon Albert Order-Knight 1st Class, and a Russian Order of Saint Stanislaus.

Bottom row: Baden Order of the Zähringen Lion, a Saxe-Ernestine House Order from one of the hyphenated Thuringian Duchies (Saxe-Altenburg, Saxe-Coburg, and Saxe-Meiningen all awarded this), the House Order of the Wend Crown shared by both Mecklenburgs, and a Turkish Medjidie Order. The image is so washed out it is impossible to even guess classes, but for a civilian equal in status to an army Captain or Major.

From his hair (and THAT hasn't changed much) I would expect he's an academic or "artistic" type.
