Is it true they were British? I have heard they only made the attachement system seen on some of these and not the actual medal. How true that is I'm not sure.

I've heard they were American..... Somehow I doubt that the Germans needed to import attaching pins for awards.

There was a Behrens, Blumberg & Cie, of Switzerland, but I've no idea if related to this.
