unknown award/medal possibly German

Hi,
Can anybody help with this item no real idea what it is ?it's missing the middle plate,it did have one glued on but it was not for this item,this is rather battered and bent but does exhibit high quality,one piece back frame [looks like gold] the enamel plates are separate attachments by rivets has fine detail ti the cross and appears hand finished ,looked like someone really cared about it ,no idea what it says on the enamel,[help please] and any idea as to what XIX means in the middle [makers mark perhaps].
any help mush appreciated so is it junk or what,very little paid for it.

Looks like a shooting award. Maybe a "civilian" long service award (eg for a private firm or factory). Not military I don't think.

From it's look rather a freemason decoration, or a religious "Stiftsorden".
