Just got this nice medal-bar which was worn by a Erich Flake from Bochum. He was an police officer after WWI and got:
EK2, Hindenburg Cross, Medal of the Red Eagle Order (type until 1916), Long Service 12 years, Police Long Service 25 years and hungarian WWI Commemorative. The medal-bar came together with the original case.
I suspect he joined the army in 1908-1910 and was a Feldwebel like rank in WWI, maybe as a Feldgendarm and joined the police around 1918-1919. However he did something special enough to get the Red Eagle Medal in or before 1916.
He also got the KVK 2 1939 with swords and the Luftschutz-Ehrenzeichen in WWII.
