It is a Königsabzeichen für Infanterie. The example you show has a king's crown as opposed to a Kaiser crown, which indicates it was awarded by either the kingdom of Bavaria, Saxony or Württemberg. In this case, the backing cloth is the shade worn by the Bavarians. 1900 is the year of the award. This was a shooting award, given to the best company. It was only worn for one year unless it was re-won the following year.
