I still think it is a German belt and is the 1895 pattern which was still being used during WW I. I have found several of them in the battlefield archaeological projects I am working on in the Argonne.
It could be that the 1895 brass buckle was replaced with a steel one.
The RK mark looks TR period, but I am NO expert outside of the standard Wehrmacht issue items. Did the SA and other political organizations use belt with brass keeper?
The way I ID a belt is if it is marked with date and or manufacturer - that is the only way I can be sure. There are a lot of belts with steel keepers that could be either WW I or WW II if the marks are no longer visible or it is unmarked.
