I believe that is a regimental insignia.

It looks Napoleonic to me... anyone agree?

I would say that it is a dress cartridge pouch from an officer in Jaeger zu Pferde Regiment 1 which was founded in 1901.

It's the correct cypher for the Jäger zu Pferde, but it was normally superimposed over a hunting horn. This cypher was used by several other regiments, so I think it is most likely something other than JzP.

It could also be from Uhlan Regt, Nr. 13

Not Napoleonic, that's the royal cypher (as opposed to imperial cypher) of Kaiser Wilhelm II as King Wilhelm II of Prussia.

Chip & Wild Card I see the cypher as being to the 1. JzP. in that the "R" in that cypher is quite unique in form. It is unlike any others I have seen.

It is the 1st Jager zu Pferde very similar to the 145th Infantry regiment.
