If he is, is this photo worth anything?

Looks like the Kaiser is the one with his back to the camera so that's bad luck indeed! As fas as value is concerned, I would say about USD5, maybe more if any of the officers there are famous(?).

Right, Wilhelm is in cape with back to camera. The caption states that he is being welcomed by Colonel-General Count von ?????, maybe you can provide the missing part of the caption.
