medal bar help needed

Having a clear up and came across these bars. Out of interest, could anyone tell me what type of person these were awarded to ie civil servant or the like?

Andy, can we see reverse shots of bars 1 and 3? Looks like 1 is for an Austrian NCO, 2 was for some sort of Bavarian civil servant, 3 was for a home-front Prussian lackey of some kind and 4 was for a Wuerttemberg medical NCO.
