New Medal or Fantasy?

I have been seeing this medal for sale for about 3 or 4 months now. It's an anniversary piece (I think). An example is listed on ebay # 140285803591. There is a legit version of this- mounted on a single spange with a substantial pinback using a ribbon with mulit-coloured stripes. I don't have pics at hand to illustrate... I'll see if I can dig some up.

Anyway, having never seen this in a '2nd class' format struck as a medal I'm inclined to believe this is a new repro/fantasy thing given the sudden quantity for sale. Anyone know the deal on these?

Considering it is cast and not struck I'm leaning towards fantasy.

Not an official issue piece - a souvenir or fantasy piece. Perhaps the dates signify some sort of anniversary.
