Leutnant Gerd von Rundstedt medal bar pic

I just ran across this pic on an interesting web site. It is of Leutnant v. Rundstedt as battalion adjutant of Infanterie-Regiment von Wittlich (3. Kurhessisches) Nr. 83 in 1897. Is the first award the Saxe-Ernestine House Order? It seems odd that a Prussian lieutenant in a non-Saxon regiment would have that, bit I don't really know much about his early career or whether IR83 had any Saxon duchy connections.

No, that's the Waldeck Merit Cross 4th Class, "local" to his unit.
