No, wrong ribbon (never seen one like this). The Nichtkaempferband was the reversed Kaempferband.

Correct ribbon

Hi Claudio, here's a pix of the correct ribbon for this award (combattant). It's the one after the 1914 EK2 ribbon on this bar. The correct non-com ribbon would be the same green color but with WHITE stripes, instead of red. Not the usual reversed colors you see in other states. As an aside, the award is very rare and Jorg's price is reasonable. <br>

Stogieman is right,

the combattants cross was awarded around 18000 to 20000 and the noncombattant cross only 700 to 800 times.

I got one on a medal bar short time ago. Will post it soon.
