Imperial Scull Badge?

Hi all, I was given this badge by an old Belgian collector over 25 years ago. The collector said it came from WW1 but never got around to telling me where he found it. It it even German? It seems fairly crude in manufacture and without method of wear so I assume it was sewn on. Has anyone else seen such a simple item?
