The Kriegsehrenzeichen was established in June 1916 as a lesser decoration to Hesse's existing war decorations. Officially, it was "for merit, for which the prescribed conditions for the attainment of the General Honor Decoration for Bravery or for War Merit, or for award of the Military Medic's Cross, have not been satisfied." ("...für Verdienste, bei welchen die zur Erlangung des Allgemeinen Ehrenzeichens für Tapferkeit bzw. Kriegsverdienste oder für Verleihung des Sanitätskreuzes vorgeschriebenen Bedingungen nicht erfüllt sind.").

It is the first one on the medal bar shown. It is silver, although the patina and camera angle make that one look a little bronze-y.

Essentially, yes (although I should note that Württemberg didn't have a true EK equivalent, as its awards were based on the rank of the recipient).
