Very old drum holder in eagle shape. Helps needed

can someone help me with this item ? How old it is and origin if possible. Thanks all

The hanger is made in the typical German style with a leather belt loop and brass eagle with double hooks for attaching the drum. However, I am not familiar with one made as a flat cast piece with the feathers and other details added afterwards by hand. The eagle is usually cast with all the details in more of a 3-dimension fashion with Imperial ones having a crown on the eagle's head. Search the forum and you can compare. The value is unknown to me but the leather pulled away from the rivets and extra holes certainly subtract from it.
