Help identify shoulder board. Imperial?

Dear fellow collectors,

Browsing on the net I found the shoulder board here below attached. For what particular branch/service is it? Is it a pre-1918 shoulder board? The stars look different (six pointed) from the usual army type of pips, maybe sort of "Beamten" shoulder boards?

That's a Bolivian Colonel. If you go into International and do a search on "Bolivian" you will find some more. I have no idea what the underlay colors mean.

Interesting--what gave it away as Bolivian? Is it the color or the pips. And how in the heck did anyone figure that one out? Mike
