I doubt it. My guess is that it's an Austrian veteran's patch for the Hoch und Deutschmeister Regiment likely worn by the Heimwehr.

"KV" is likely Krieger-verein or Krieger-verband.

"Ehem." = Ehemaliger (former members)

"Deutschmeister" is self-explanatory.
