As you are no doubt aware, unlike other civilian organizations, Wasserwirtschaft did not use any piping on there hats such as that used by other civilian organizations such as firemen and prison guards. This is clearly shown in the pictures of visor caps in my collection. If they did not use piping on their hats for members of the wasserwirtschaft organization why would they use them for those of general equivalent rank? I think that adding a blue band to a visor cap to illustrate a person of rank equivalent to a generals officer in other organizations makes sense to me under the wasserwirtschaft hat design.
You have also question the uniform. You are judging what you see from a picture and again do not have a wasserwirtschaft uniform of this rank to show as proof of what you say. I don't have time to take a picture and post it to prove that you are correct. You will have to be content with what you see. The pants are made very well and the lampasen was obviously part of the original production of the pants. In construction, they match those I have in my collection of generals in the NVA and Border Guards. There are no markings anywhere on the pants or in the tunic as would be the case for a man of generals equivalent rank.
