    It's a "Hauptabteilungsleiter" des Ministeriums für Umweltschutz und Wasserwirtschaft.
    Head Supervisor of the ministry of environmental protection and Water Management.

          Nico,

          Thank you for your recent responses regarding this little known and more, even less understood organization. Your tutelage regarding this subject matter is very much appreciated.

          I have a question if I may impose.....

          The Wasserwirtschaft is one of the few organizations where the base color for the shoulder boards actually differed within the same organization, dependent upon the component to which the person was assigned.

          Could you if you don't mind, further elaborate on the different colors and what they mean, relevant to the Wasserwirtschaft shoulder boards? For example, some were red, some yellow, some green etc. I imagine the different colors signified different departments within the makeup of the Wasserwirtschaft organization. But we on the Forum do not know what each color signified.

                  I found it on the site of the Deutsches Historisches Museum in Berlin....the uniform is on one of their displays...the DHM is most certainly also a place to visit on a trip to Berlin...they have an antire floor dedicated to the DDR and also one floor dedicated to the Third Reich...
