I think that may be Heinz Hoffmann? But I think the General on the left is Polish and the one on the right is Czech...no Soviets in that photo...

Thats right, its the Minister of Defence General Hoffmann

the pic was taken in Sep. 1963 from the Manöver "Quartett" with the Brother States Poland, Tschechislowakei and Soviet Union
