    breadth of today's BRD ribbons

There seem to be at least two types of ribbons on today's (at least post-1970) BRD medals.

The Bundeswehr ones and the Bundesverdienstkreuz all have one that is 40 mm wide. The 2002 flood medal of Lower Saxony, for example, has a 40 mm ribbon:

Then there are those with a 25 mm ribbon, wich is also the breadth of the ribbon bar of "normal" bundeswehr medals. The 2002 flood medal of Saxony has such a ribbon:

These narrow ribbons seem to be used on firemen's medals (although here 30mm ones also exist), civilian medals, including the life saving medals, red cross medals and so on.

Is there a general rule as to the breadth of these ribbons? Why has the flood medal of Lower Saxony a 40mm ribbon, and the one of Saxony a 25mm type? Is it because the latter was mainly meant for civilians?

edit = (by the way, why can't one edit one's own posts?) the standard width of German medal ribbons is of course 30mm, not 40mm.
