I am not well versed on BW items, but it doesn't appear to be of the construction I normally see with patches from the West.

From the construction, it makes me believe that it is either DDR or some other Eastern European military.

Perhaps Polish Navy ? I have some older Polish police patches with a similar type construction.

Yes, definitely Polish Navy. Probably 1970s to 1980s. It is a specialty qualification badge.
