War Department Arrow and J M ?

I have a military pair of Dividers and on one arm is stamped the War Department Arrow and to the left of it the letter 'J' and to the right 'M'.

I'm familiar with A and M either side referring to Air Ministry.

Any ideas as to the meanimg of J and M in this context?
