I strongly advise you to NOT clean anything such as what you describe as"tarnish" off of any badge. This will certainly and immediately lower its value, and you will likely not be pleased with the results. I would even consider cleaning it tantamount to damaging it.
There are obviously numerous chemicals on the market which will remove tarnish. However, one issue is with the fact that they will all leave your medal looking obviously and unattractively cleaned. There is nothing quite like the feeling a collector gets when he has done something, as such, which he cannot undo. However, it is your medal, and, of course, you may do with it as you please. I just thought I would advise you as to what is truly best--and that is to simply leave it as it is.

No, it's not just not just you, Paul. There are no photos. However, even with photos, my advice on this one won't change.
I don't even think the Memel Medals were made of silver or any medal that truly tarnishes anyway. So, removing whatever medal discoloration which may have developed could only be double bad, in my opinion.
The way I look at it is that medals are the same as coins in the appropriateness of removing their "tarnish". If I removed so much as a touch of tarnish from any of my otherwise highly valuable silver coins, their value would drop below half of what they are worth left alone.
