I bought this at a sports memorablilia store once; it is known as a "Top Loader" and is used to store a number of sports cards. I don't have the exact measurements for this one but the length is exactly that of a Silver Star Medal. The cover fits snugly via friction.
I found a section of very thin foam padding which I cut for the inside. You'd have to use something in order to hold the collectable in place.
I'll have to look on ebay, but I think there are some longer, shallow ones which could probably hold documents or ribbon bars.
Anyway I think this one above is much better than those plastic envelopes.
