Well, it's a nice original Type A core, which was the award-type core but was also sold (and perhaps made) right up through the Jubilee period (1895) and into WWI. The oaks are also very nice originals from the Jubilee, with (slightly less common) center-mounted prongs that splay outwards through the ribbon ring. The condition and patina overall is absolutely lovely and I would be very proud of this set.
As for the mounting, I will leave it to someone more knowledgeable about state-specific mounting traditions to comment on it. Saxon, maybe? Not sure what the second ribbon represents, either.

Sorry guys BUT I don't think this is the "Type A" core made at the Berlin
foundery.
Look at the size of the "W" and the thickness in the legs of the "W".
Different than the "Type A". Also look at the crown. It appears to be
a 3 jewelled crown, not the dotted crown seen on traditional "Type As".
I think this is another jubilee cross. A very nice one and one I would be
proud to own but IMO it's not a "Type A".
