how about an educated guess??
.....some sort of naval flag....i do have a tag on it ill take a pic here and post directly...

pic of maker tag and some ineligible writing,,,,as well as pic of hardware and reinforced area with stitching.....i finally have it in hand..it is definately perio...my guess is some sort of naval flag or possibly freikorps or something immediate post ww1...help....
