I really don´t know what is this document. Can you advice me with it and with sign.

I think it's from Otto Kuntze.

The document is a special drivin licence for cars which did not work with normal gasoline but with gas produced in burning wood. It is difficult to explain for me..
In German we call it Holzgas.

Actually, the blue document is not a driving license at all. It is certification that the individual attended and passed an NSKK course of instruction on driving and maintaining wood-gas or coal-gas fueled vehicles. At the bottom of the blue document is the statement that the certification is valid only in conjunction witrh the individual's driver's license.
