Hi,
For me, the core was used by more than one maker.
I agree, the marking looks more like an 8 than 00. The mark could also be a partial B on it's side.
The vast majority of Imperial EK2 maker marks are unknown. Some are known, more have best guesses. Imo it is not possible to definitively ID the maker of the EK2 in question.
