RAO 4th Marking - help please

Going by the eagle design, I am assuming that my RAO 4th is made by Neuhaus & Sohn, and therefore that this strange (triple struck?) mark on the frame is their maker mark.

Can anyone confirm this for me please?

Actually, it is:

"ZEHN"

H. Zehn was gold smith and did run a orders fabrication shop in Berlin. He supplied the Prussian orders chancellery with Red Eagle Order decorations 4th class.
