Hello B.K.:
IMO, as it appears to be WW2 German made based
on fringe, and screen print design detail and quality. As
for use, I've never really seen a German flag company
product description for these desk top type small flags.
Likely just service commemoration display souvenirs, or
something in that general genre (jhahn-ruh). Due to
my own partial color blindness, it looks to be a faded
yellow, which might be for a Heer signals battalion too.
