Thanks gents for your replies. Would this type of item be carried by most Army personnel or perhaps just medics - can anyone offer a translation of the kanji?

The numbered lines are folding lines and the words tell whether to fold in or out. The numbers correspond to those in the diagram showing the folded shape. Photo 5 shows the line where the bleaching powder should be placed.

Yes, they were carried in the field, but as this pouch, unlike the type 96 skin decontamination kit, was for weapons decontamination I'm not sure how many soldiers carried them. I've seen one in a grouping that came from Saipan.
